City Streets
The City of Emmetsburg will remove snow from the city streets following a snow event of two inches or more. On the first day, the city’s crew will open the city streets beginning with the designated emergency routes. The business district parking area will be cleared the day following the opening of all city streets.
Street Parking
Vehicles should be kept off the streets whenever possible to allow the crews to do the best job they can. Iowa Law and City Code prohibits parking or unattended vehicles on public streets during snow removal unless the snow has already been plowed from that street and snowfall has ceased. Additionally, parking is prohibited on any city street between 2:00 A.M. and 6:00 A.M. During a snow event, no parking is allowed in the business district after 11:00 P.M. Violators will be ticketed and/or towed.
Sidewalks
It is the responsibility of the property owners to remove snow and ice accumulations from public sidewalks adjacent to their residence or place of business after a snow event and to maintain a safe and hazard-free condition. Business owners are reminded that all downtown sidewalks need to be cleared to the curb. If an abutting property does not remove the snow and ice within a reasonable time, the city may do so and assess the costs.
Snow Piles
Snow piles should not be placed on city streets, alleys, or in the right-of-way, obstructing the view of motorists. Property owner will be responsible for removing all obstructions in a timely manner or be charged for the removal. Business parking lot owners are responsible for the removal of their snow piles.
Contractors
Commercial contractors that remove snow are required to complete a snow removal registration form at City Hall each year. There is no fee for this registration, but proof of insurance is required. Those operating walk-behind snowblowers or using shovels are exempt.
