The City of Emmetsburg is beginning its second year utilizing roll-out garbage carts, and the Public Properties Department would like to refresh residents on the rules regarding use and placement of carts. These rules have been in place since we began using the roll-out carts in December 2023 and are not new to the solid waste residential cart program.   • Carts may be placed curbside the night before schedule pickup, and they MUST be placed by 7:00 AM on the day of collection. Drivers do not have a scheduled routine route, and each driver may run the route differently. Additionally, variables such as snow or running a double route may delay start time. Carts will be picked up between the hours of 7:00 AM and 4:00 PM.
  • Carts must be placed within 2 feet of the curb. Other arrangements may be made with the Public Properties Department if circumstances prevent the cart from being placed within two feet of the curb at a specific location.
  • Carts must be placed at least 3 feet from other roll-out carts, and they must be at least 5 feet from mailboxes, poles, guide wires, vehicles and/or other mobile or permanent structures.
  • Contents of carts are limited to 100 pounds, and all waste must fit inside the container with the lid closed. If you have additional waste that will not fit inside the cart or will exceed the weight limit, additional garbage tags may be purchased at City Hall.
  • Our garbage truck is equipped with cameras that enable drivers to verify the reason why a cart was not emptied or identify other issues that may happen.
